Andrea Belotti, for whom Arsenal reportedly submitted a £56m bid recently, put Torino ahead at Stadio Olimpico in the 26th minute.
Marco Benassi doubled the lead by back-heeling an Iago Falque cross into the net.
Torino failed to make it 3-0 as Adem Ljajic was a denied a penalty goal by AC Milan goalkeeper Gianluigi Donnarumma.
Andrea Bertolacci cut the lead short right after the break before Carlos Becca equalized from a penalty.
Milan had to play the final few minutes with a man down as Alessio Romagnoli was sent off in the 89th minute.
AC Milan are 5th in the Serie A with 37 points and a game in hand. Torino are 9th with 30 points.
